To build a navigational map for the future requires a deep understanding of human systems. Dr. Caroline Whalley CBE has led at the highest levels across public, private, and voluntary sectors. Her journey—from a coal-miner’s daughter to Visiting Professor and founder of one of the UK’s most successful primary academy sponsors—is a testament to her abiding belief that learning is a life force.
Systemic Leadership & Governance:
Executive Director, Children’s Services (London Borough of Ealing): Led 200 schools, balancing a £210m budget and transforming service delivery.
Director (Babcock International Group): Delivered strategic governance and systemic leadership within a major multinational corporation, bridging public-sector values with complex commercial delivery.
The Elliot Foundation (TEF) & Academy Trust (TEFAT): Founder & Chair (2011–2023). Transitioned to Member/Trustee in 2023. Under CEO Hugh Greenway’s leadership, the trust has expanded to serve 15,000 pupils across 36 schools.
Non-Executive Director (Parry & Ealing PCT): Providing strategic governance in complex commercial and health environments.
Publications, Scholarship, & Honours:
Her unconventional academic journey, wove a non-traditional path to systemic mastery, earning degrees via the Open University, a Doctorate in Education at Brunel University, and studying Clinical Hypnosis at UCL to master the mechanics of deep human communication and systemic structures.
Awarded a CBE in 2015 for services to education.
Learning Allowed (Emerald Publishing, 2023): Co-authored with Sam Frankel, instigating the charity and social enterprise Learning Allowed and Learn 2050.
