Young People are already voting with their silent “off piss.” They aren’t marching in the streets—they are simply turning off, checking out, and quietly retreating. Over one million young people are currently NEET, with 61% economically inactive. We spend £120 billion on this back to front outdated industrial education system.

1. Key Stage Zero: The Missing Foundation

We fund the “finished product” (secondary and higher education) while starving the stages where human internal resilience is developed.

• The 60-Month Vacuum: The first 60 months of life are neurologically crucial. This is where the brain’s “operating system” is built through Serve and Return interaction loops, establishing the physiological baseline for Interoception and emotional self-regulation. Yet, we ignore this critical stage, call it Early Years and subject it to low-cost welfare and parental subsidisation rather than a priority.

• The Secondary Funding Paradox: Secondary schools currently burn through billions of pounds in a reactive cycle. We deploy late-stage budgets to “fix” acute developmental and relational deficits—such as severe anxiety, behavioural dysregulation, and cognitive disengagement, which could be mitigated by early childhood focus

• The Failure: We keep ignoring Key Stage Zero and as a result secondary education suffers. Our young people are paying a very high price. We are expecting them to be compliant enough to survive Victorian-era, knowledge based education, but not equipping them with the Biological Sovereignty, the autonomy over their own internal nervous system, urgently required to resist digital and algorithmic manipulation.

2. The Financial Reality: A £120 Billion Paradox

When a youngster drops out of school, state spending does not vanish—it simply transfers to crisis management, remediation, and social services. Can’t we just put railings at the top of the cliffs?

The UK’s annual education budget sits at approximately £120 billion—over 4.2% of GDP, and roughly double the allocation for national defence (£55 billion) (Institute for Fiscal Studies, 2023). This is not an underfunded system; it is a system trapped in a cycle of reactive failure, and tinkering.

The Demographic Advantage: Viability Through a Shrinking Roll

Official demographic data gives an opportunity for policy makers to fund Key Stage Zero.

1. The Fertility Collapse: In 2025, live births in England and Wales dropped to 585,396—the lowest annual count since 1977 (Office for National Statistics, 2026). The Total Fertility Rate (TFR) has fallen to 1.39 children per woman, down from 1.9 in 2010 (Office for National Statistics, 2026).

2. The 800,000 Child Drop: The Institute for Fiscal Studies projects that between 2024 and 2035, the total number of children under 16 in the UK will contract by 800,000 (a 7% drop) (Institute for Fiscal Studies, 2023).

3. The Financial Illusion: Because the overall child population is shrinking rapidly, the long-term baseline cost of maintaining primary and secondary school places will naturally decline.

These demographic windfalls could just be absorbed but policy makers have a clear, budget-neutral opportunity. We could reallocate the savings from falling school rolls directly into fully funding Key Stage Zero per-head entitlements.

3. The Secondary School

When a child turns eleven and enters secondary school, the culture shifts overnight from care to compliance:

• The Exclusion Monopoly: State secondary schools account for over 80% of all permanent exclusions in England. A secondary pupil is nine times more likely to be excluded than a primary pupil (Department for Education, 2025).

• The Suspension Surge: Secondary suspension rates sit at roughly 8%, compared to under 0.9% in primary schools—a nearly ten-fold escalation (Department for Education, 2025).

• The Catch-All Excuse: Over 50% of all suspensions fall under one single administrative label: “Persistent Disruptive Behaviour” (Department for Education, 2025).

When state education abolished physical punishment, the physical cane vanished, but the underlying Victorian architecture—public shaming, forced eye contact, and fear-based compliance—rebranded itself into the routines. We do not respond to teenage nervous systems, we set off biological “fight-or-flight” responses, and then we punish their reactions.

Tagging 7-Year-Olds - “Sticky Label” Trap

Policy reviews now suggest that primary and pre-schools should identify children “at risk of future unemployment” and tag them as future NEETs (Not in Education, Employment, or Training) (The Guardian, 2026).

What control logic non -sense : lets use “upstream indicators” and “risk tags” to file the paperwork early on children our secondary schools are set up to fail?

• A bureaucratic risk marker is a self-fulfilling prophecy. Tagging an 8-year-old with a “Risk of NEET” label based on attendance or home trauma trades dignity for risk management.

• We highlight early childhood for the wrong reasons, to spot “damaged goods” for remedial interventions later. Common Sense should recognise science, that the first 60 months wire the nervous system and starving Key Stage Zero of resources creates the very dysregulation that shows up at age 11.

4. The Human Cost: Silent Quitting & The NEET Crisis

Headline-grabbing policy levers—such as statutory bans on mobile phones in schools (Department for Education, 2024) or early-years “risk tagging”—attempt to mask broken institutional cultures. Banning phones or labelling children is a distraction.

The primary crisis facing our youth is not active rebellion; it is silent quitting.

According to official data from the Office for National Statistics (2026):

• Over 1 Million NEETs: The number of young people aged 16–24 yrs Not in Education, Employment, or Training has passed 1,012,000 (13.5% of the entire age cohort)—the highest level in over a decade.

• 61% of these young people are classified as “economically inactive.” They are no longer seeking employment; they have completely withdrawn due to severe anxiety, burnout, and mental health collapse (Office for National Statistics, 2026).

We are spending years teaching our children that their human value is tied to a standardised metric and that compliance matters more than agency. They are not learning resilience, self regulation and emotional sovereignty. They are just exhausted.

5. Stagnation, Segregation, and Political Vulnerability

When local economies stagnate and schools operate, focused on compliance rather than human growth, communities suffer (Marvin, 2026 Zeteo).

When state education fails to give young people Value, Voice, and Vision, it creates a relational vacuum a break in trust. That vacuum is rapidly filled by algorithmic outrage, political polarisation, and populist rhetoric (Marvin, 2026 ). If we do not teach children how to regulate their nervous systems, think critically, and stand their ground with calm authority, we leave them vulnerable to whoever holds the loudest digital megaphone.

6. The Action Plan: We must Pivot

Secondary and early education must move beyond compliance to focus on The Human Edge—uniquely human capabilities that predictive algorithms cannot replicate.

Strategic Action Plan for Policy Makers & Advocates

1. Statutory Recognition of Key Stage Zero: Formally reclassify the 0–60 month developmental window from a commercial childcare sector into a statutory educational priority funded directly by reallocated funds from falling primary school rolls.

2. Abolish Destructive Deficit Tagging: Cease all initiatives aimed at placing digital “risk of NEET” markers on primary and pre-school children. Replace this deficit tracking with environments that make human connection the natural priority to build agency and self-worth.

3. Audit and De-escalate Secondary Discipline Frameworks: Phase out zero-tolerance exclusion policies for “Persistent Disruptive Behaviour,” replacing them with co-regulation training and restorative dialogue frameworks for senior leadership teams.

4. Embed Interoceptive & Somatic Literacy: Introduce Somatic Regulation and Interoception into the national health curriculum, equipping children with practical tools to monitor their own physiological stress responses before behavioural breakdown occurs.

5. Transition from Metric Compliance to “Human Edge” Indicators: Measure school performance not merely by academic test scores, but by holistic indicators of child well-being, NEET prevention rates, and student agency metrics.

• Allostatic Load: The physiological cost and cumulative “wear and tear” of chronic stress on the body and brain, leading to severe burnout and dysregulation.

• Biological Sovereignty: The capacity to maintain authority over one’s own internal nervous system and states, rather than being hijacked by external algorithms or fear-based triggers.

• Choice Architecture: Designing an environment (a home or classroom) so that making the calm, healthy, or constructive choice is the easiest thing to do automatically.

• Co-Regulation: The process where a regulated adult uses their calm nervous system to help an overwhelmed child return to balance (”Biological Wi-Fi”).

• Economically Inactive: Individuals who are not working and not actively seeking work (often due to burnout, chronic illness, or disengagement), as opposed to standard job-seeking unemployed workers.

• Interoception: The “sixth sense” that detects internal bodily signals (e.g., tight chest, fluttering stomach), allowing individuals to catch stress before it escalates into panic or anger.

• NEET: Government acronym for young people aged 16–24 who are Not in Education, Employment, or Training.

• Serve and Return: The fundamental interaction loop—a child “serves” a cue, and an adult “returns” it with eye contact or words—that constructs the brain’s architecture.

• The Human Edge: Uniquely human qualities—moral courage, empathy, interoceptive awareness, and deep critical questioning—that AI and predictive algorithms cannot replicate.

Look beneath the surface and you find individual power plays, corporations and now corporate algorithms all designed to profit directly off outrage, conflict, and distraction. When anger drives humans, we become reactive, exhausted, and easily manipulated.

It is time to step back and focus on what actually shapes our daily lives and all of our futures.

Big visions driven by consensus are desperately needed. What are the core values we hold? What can we agree on? Where is the common ground ? We should have an expectation of our leaders, to support a shared principles, direction—bringing longer term trust and stability.

Policy is where our collective values are tested, funded, or betrayed. And let’s be realistic: political ego, individual power trips, and corporate greed will always try to hijack policy in their own interests.

To protect our communities and rebuild stability, we need a national consensus on the basics that no commercial lobbyist or politician can ever sway:

• Protected National Essentials: Core public services—including health, clean water, energy, and foundational educational rights—must be legally protected as public trusts, completely insulated from private profiteering and corporate lobbying.

• Local Policy Autonomy: Regional communities, local authorities, must hold genuine authority to agree locally on the policies that serve their unique social and economic realities.

• Stop anchoring our hopes to individual political figures or parties and demand that we strengthen our public institutions and uphold non-negotiable human values.

I have seen what happens when public policy drifts away from community agreement. Top-down centralisation birthed PFI and LIFT, all expensive, all now unmanageable, unstable and lacking.

Education, Health and essential utilities are the heart of our society not corporate commodities to be restructured, sold, or managed by lobbyists. Is it really beyond us, stuck in “the too Hard Box”?

Locking in an expectation of some shared consensus anchored in human dignity—helps our schools, health services, and essential utilities remain stable, fair, and focused on human success.

Sometimes, the only response is a to laugh or cry.

• Ted Wragg, the late, great godfather of educational satire, who brilliantly exposed the gobbledygook dumped on schools by inventing fictional, pompous bureaucrats.

When I created this NON sense strand, my initial thought was: here’s the candid truth: I would absolutely love to do that : and then : but my brain just doesn’t happen that way. I am an educator, a strategist, and an eternal optimist. I default to fixing.

So, what will this space actually be as we raise our collective eyebrow.

Whether you are leading a FTSE 100 company, raising a child, directing a primary school, or designing a global initiative, the fundamental rules of human nature remain unchanged. We never flourish under suspicion, interference, endless metrics, and audits

We flourish when we are seen, trusted, and invited to contribute to something larger than ourselves. This should be a fundamental rule of human interaction. Yet, in our fragile, hyper-connected world, we are subjected to deficit models and expected to play “The Blame Game.”

We freeze, become paralysed, pointing fingers at who broke our world.

Then, interacting with suspicion, we retreat into our silos, and allow automated feeds to play into our shared anxiety. Participating in that anxiety is what feeds the algorithms and the news cycles. Even worse, we are raising global citizens who are watching our adult behaviours, believing chronic anxiety is an acceptable way to live.

Refusing to participate is our first Gentle Rebellion.

When we actively choose to leave our prejudices at the door and apply Appreciative Inquiry, we step out of the blame cycle and ask a fundamentally different set of questions:

• 1. The Trust Question

  • Macro: Where are the intergenerational projects and human networks successfully safeguarding trust and local agency right now?

  • Micro: Where are the moments of genuine trust and connection already happening in my home right now? (Instead of asking “why won’t my kids listen?”, we ask “when do we communicate best.”)

  2. The Technology Question

  • Macro: How do we use technology to amplify our cooperative capacities?

  • Micro: How do we use screens to create shared experiences, rather than retreating into separate rooms? (Instead of fighting a losing battle against the algorithm, how do we use a movie night, a shared video game, or learning a digital skill together as an act of connection?)

  3. The Systems Question

  • Macro: How can we build human-first systems that work?

  • Micro: How do we design our daily routines to prioritise connection? (how do we build a routine that actually makes everyone feel seen and valued?)

The Rebellion: Where in your life or work are you currently managing “deficits”? What would happen if you actively shifted your focus to mapping the “sanctuaries of resilience” instead?

“In the 17th century, the great thinkers of the Enlightenment—John Locke, Erasmus, and Milton—maintained what were known as Commonplace Books. These were curated intellectual inventories.

In this digital space, I have chosen to separate the words: Common Place. Common, because wisdom is a shared inheritance. Place, because in an algorithmic age of ‘digital drift,’ we require a fixed location where colleagues and thinkers can stand together.

“For most people, receiving a lifetime achievement award would provide a moment to look back with satisfaction on a career filled with work well done. But Caroline Whalley is not ‘most people’.” – Martin George, TES (2018)

When you receive a lifetime achievement award, the quiet, unspoken expectation is that you will step back. You are supposed to admire the view from the balcony, offer the occasional nod of approval, and leave the arena to the next generation.

But as Martin George noted when I was profiled in 2018, looking back with mere satisfaction isn’t me.

The “Anti-Academy” Trust

At the time of that interview, I was described as “the academy boss who totally disagrees with academies.” It was an accurate assessment.

We were operating within an education system that was – and remains – fundamentally out of date and no longer fit for purpose. Designed for an industrial age, it served us well for a time, but has now devolved into a rigid machine obsessed with narrow metrics, relentless testing, and exhausting paperwork to demonstrate compliance. It has lost sight of the child and the vital work of raising a human being. It is completely disconnected from the skills, nuance, and possibilities they will actually need to survive the future.

I founded the Elliot Foundation not to conform to the system, but to take schools out of an environment where they were being taken over by people who didn’t understand teachers and their vocation. It was, in effect, an anti-academy trust – a structural intervention designed to protect the human element of education from bureaucratic capture.

We stepped in to build a sanctuary where professional integrity, compassion, and human-first leadership could actually survive the administrative noise.

CEO Hugh Greenway would be the first to admit how difficult it is to hold onto the Elliot Foundation vision and to support a profession that is continually under scrutiny.

The Next Frontier

Today, the battleground has shifted, but the instinct remains exactly the same.

The environment threatening us now is not just bureaucratic; it is algorithmic. Once again, we find ourselves in a landscape where our most sacred spaces – our thinking, our writing, our intergenerational dialogue – risk being taken over by systems that do not understand what humans feel.

This is why, at 75, I have no intention of stepping back into the quiet of retirement. It is why I am hand-building the Futureproof Meridian.

Just as we needed an “anti-academy trust” to protect teachers, we now need an anti-algorithmic sanctuary to protect the human edge. We need spaces that reject the automated “slop” and worse, of the internet and demand visual quiet, intellectual rigour, and authentic provenance.

A lifetime achievement award or a CBE is not an exit ticket. It is a mandate to keep building. The work is never just “well done” – it is an ongoing, continuous loop of vigilance against mediocrity.

I have managed to duck and dive my way through life, eventually getting to a place where I felt I had enough, and I felt my family had enough.

Yes, but, when is enough, enough? I think of any sibling ( me included) at the dinner table, carefully checking she has an equitable share of the potatoes. She wants to know she has her share, and preferably slightly over. It is a tactile survival strategy born of a different era. It is human. It is grounded. We are talking about potatoes on a dinner plate, not stealing the whole meal.

Contrast this with profound disconnection—the urge not just to have “enough,” but to take everything. Whether it’s destroying forests, ripping up historical gardens, or the sweeping actions of geopolitical disruption. We are witnessing what happens when the connection to humanity is severed.
